Dr. Ahmad Barak is a Palestinian–Egyptian academic and legal expert with over 30 years of experience in legal, academic, and judicial fields. He earned his professorship in criminal law in 2020 from Al-Quds University – Palestine, following a distinguished academic and professional journey. He holds a PhD in Criminal Law from Cairo University (2009), along with master’s and diploma degrees in public law, in addition to a diploma in judicial sciences—all from Cairo, cementing his deep specialization in criminal law.
Dr. Barak has served as a professor and lecturer at numerous Palestinian universities, including Palestine Ahliya University, An-Najah National University, Birzeit University, and Al-Quds University, where he taught criminal and international criminal law. He also contributed to the training of judges and prosecutors in both Palestinian and Arab judicial institutes. His distinguished career includes high-ranking positions such as Attorney General of the State of Palestine, Minister and Head of the Palestinian Anti-Corruption Commission, member of the Advisory Committee for the nomination of judges to the International Criminal Court for Asia, and a practicing lawyer before the Supreme Constitutional, Cassation, and Administrative Courts in both Palestine and Egypt.
He has significantly contributed to the drafting and amendment of numerous Palestinian legislative projects, especially in the fields of anti-corruption, cybercrime, criminal procedures, family protection, public health, and juvenile justice. His role in shaping Palestinian criminal policy is widely recognized, having chaired and participated in several legislative committees and national and international legal conferences.
Academically, Dr. Barak has authored over 30 peer-reviewed legal publications, addressing cutting-edge topics such as artificial intelligence and criminal justice, emerging cybercrimes, robotic technologies, metaverse justice, protection of human genome data, and liability for autonomous drones. He has also published extensively in reputable academic journals and conferences and serves as a peer reviewer for several universities and research centers.
His international contributions are notable, particularly his legal insights on artificial intelligence, digital terrorism, and human rights in cyberspace. He has presented at numerous high-profile conferences across Jordan, Iraq, Egypt, Oman, Turkey, France, and more, representing Palestine in forums focused on anti-corruption and judicial reform.
In addition, Dr. Barak holds memberships in many Arab and international legal and academic associations. He is widely regarded as a leading scholar in digital criminal law and a visionary legal thinker in aligning modern legislation with the rapid advancement of emerging technologies.
