Sizwe Lindelo Snail ka Mtuze is a distinguished South African legal scholar, practitioner, and thought leader in the fields of cyberlaw, artificial intelligence (AI) law, and data protection. With a career spanning over two decades, Prof. Snail ka Mtuze has significantly contributed to the development of digital legal frameworks in South Africa and across the African continent.
He began his academic journey at the University of Pretoria, earning his LLB degree with a focus on tax law and cyberlaw electives. He went on to complete his LLM at the University of South Africa (UNISA), deepening his legal specialization in the digital space. Currently, he is pursuing a Doctor of Laws (LLD) at the University of Fort Hare, further extending his expertise in emerging areas of law.
Prof. Snail ka Mtuze’s academic influence extends beyond national borders. He serves as an Adjunct Professor in the Mercantile Law Department at Nelson Mandela University, where he teaches and supervises students in cyberlaw and digital legal studies. He has also been a Visiting Professor at Fundação Getulio Vargas (FGV), a top-ranked Brazilian institution in Rio de Janeiro, where he delivered lectures on AI law and cross-border cybercrime issues.
In the legal profession, Prof. Snail ka Mtuze is the Managing Director of Snail Attorneys at Law, a firm he founded with a mission to provide cutting-edge legal services in cyberlaw, data protection, and intellectual property. Under his leadership, the firm has handled numerous precedent-setting cases in ICT law and privacy rights.
His public service has also been highly impactful. Between 2016 and 2021, he served as a Member of the Information Regulator of South Africa, playing a pivotal role in the implementation and interpretation of South Africa’s Protection of Personal Information Act (POPIA). Concurrently, he served on the Films and Publications Appeal Board (FPB), where he adjudicated complex cases involving online content regulation. Since 2017, he has also acted as a Domain Name Dispute Mediator for the .za Domain Name Authority (ZADNA), helping resolve conflicts in South Africa’s digital domain space.
Prof. Snail ka Mtuze’s scholarship includes co-editing and contributing to two leading texts: Cyberlaw@SA III and Cyberlaw@SA IV, with the latter published in 2021. These works are widely used in academia and legal practice as authoritative resources on the law of the internet in South Africa.
He also serves as the International Co-ordinator for the African Centre for Cyberlaw and Crime Prevention (ACCP) in Kampala, Uganda, where he collaborates with regional institutions on legal harmonization and cybercrime response. Additionally, he is an examiner for the Attorneys Admission Exam under the Legal Practice Council and is a frequent commentator on cyberlaw issues in South African media, contributing insights through newspapers, radio, and policy roundtables.
